Rugby is popular as a club sport. But the clubs in America are a part of the USA Rugby Association so they are official. There are quite a few really good men's and women's teams. I haven't seen it so much as a school sport...at least not at a high school level. College it's touch and go.

Rugby league is played both as a professional and amateur sport in some regions of Great Britain, Australia and New Zealand. It is regarded as the national sport of Papua New Guinea. Semi-professional and amateur rugby league tournaments take place in France, Russia and some Pacific Island nations.
American football is very popular in the US and not rugby. Since the 1960s, football has surpassed baseball as the most popular spectator sport in the United States.

Rugby in America = not very popular
Rugby UNION (league is not as big as union) in Britain = one of the main sports. (the main one being football)
Rugby is supposedly said to be a Hooligan's sport played by Gentlemen and Football is a Gentlemen's sport played by Hooligan's.
In the UK, they don't play with any poncy pads (a.k.a. American Football), it's for real men.
